Punjab bans retailers from charging separately for shopping bags, violators face heavy fine.

The Punjab government has imposed a complete ban on retailers charging customers separately for shopping bags, warning that violators will face a fine of up to Rs50,000.

According to the Punjab Environment Protection Department, shopping malls, supermarkets, and retail outlets are no longer allowed to collect separate charges for biodegradable or cloth shopping bags provided to customers after a purchase. The department stated that charging consumers separately for such bags is a violation of the law.

Under the new directive, retailers have been instructed to treat the cost of shopping bags as part of their operational expenses rather than passing it on to customers.

Officials said the move is aimed at protecting consumers from unnecessary additional charges, ensuring fair business practices, and strengthening consumer rights across the province.

The Environment Protection Department has also urged citizens to report any retailer demanding separate payment for shopping bags to the district administration or the department so that legal action can be taken against those responsible.

Authorities said strict enforcement of the directive will be ensured throughout Punjab, and businesses found violating the rules will face action under the relevant laws.
